Can muslims get married in the wardens office?

I just wanted to ask why Muslims are not allowed to marry in a warden office.

The manner in which marriages are done at the warden’s office, does not conform to the way a Muslim marriage is required to take place.
With respect to marriage, the Prophet (S.A.S) said ‘Nikkah (marriage) is half of one’s faith (Imaan).’ This statement of the Prophet (S.A.S) shows that marriage has a deep religious significance, one which is far beyond/above a simple contract between two people. In a Muslim marriage, the parties are given religious guidelines through the Khutbah of marriage, to understand their duties to each other, and their duties to Allah. The parents/guardians are present at the Nikkah and give their consent/permission for the marriage. A Muslim marriage is a sacred ‘institution’ in the sight of Allah, and so, two upright, just, Muslim male witnesses must be present. Along with this, the Ijaab (proposal) must come from one party, while the Qubul (acceptance) must come from the other party in front of two witnesses, and this ceremony must be conducted by a Muslim. In a Muslim marriage, the Mahr is essential for a husband to give to his wife. The wife must know the amount and also agree to it prior to marriage.
These are the important guidelines connected to a Muslim marriage, which according to my knowledge, is not present while couples become married at the warden’s office.
