Can a person clean himself by wiping without washing?

Assalam Alaikum,

I wanted to ask if someone goes to the washroom and urinated, if he wipes off with toilet paper, can he perform Salah without washing his private, in plain is it permissible to clean oneself with toilet paper after one urinates?

الجواب و بالله التوفيق

If by using toilet paper, all the impurities are removed, then one can perform Salaah in this manner even though one may not wash your private. So, it is permissible to clean oneself with toilet paper after one urinates. The best however, is that one uses toilet paper first, to wipe oneself and then uses water afterwards.
